12 submit resumes for Floyd County animal shelter design/build job

Twelve firms have submitted qualifications to local officials in their attempts to become the team to design and build the new Floyd County animal shelter.

The request for qualifications, or RFQ, asked businesses to prove the stability of their firms, experience and qualifications and their suitability to provide the design and construction of the $5.7 million animal shelter and $900,000 storage space for law enforcement’s special operations.

The 12 firms that met the 2 p.m. Friday deadline to submit their qualifications, essentially an oversized resume, are all from Georgia.

“Twelve is a good number,” County Manager Jamie McCord said. “That doesn’t surprise me.”

The 12 groups that submitted their qualifications are Pinson’s Inc. and Cevian Design Lab, two Rome companies working together; Benning Construction and Peacock Partnership, both of Atlanta; Piedmont Construction, of Macon; R.W. Allen, of Augusta; Garbutt Construction Company, of Dublin; International City Builders, of Warner Robins; BM&K Construction and Engineering, of Braselton; Lyman Davidson Dooley Inc., of Marietta; Pond & Company, of Norcross; RA-LIN and Associates, Inc., of Carrollton; and R.K. Redding Construction Inc., of Bremen.

McCord wants a committee to narrow the candidate list by May 15. The companies on the short list then would have the chance to submit proposals detailing the teams that would design and build the projects and how much they would cost.

The short-list companies would have at least 30 days after the RFP was finalized to submit their proposals.

“Animal control experience is something I want to see,” McCord said.

A preliminary timeline calls for the design phase to begin Aug. 1, construction to begin Jan. 1, 2016, and the project to be complete by Sept. 1 next year.

“All these dates are estimates and subject to change,” said Nancy Lam, the county’s purchasing director.

A special purpose local option sales tax approved by voters in 2013 included funds for the animal shelter and special operations building.

The animal shelter and special operations buildings are two distinct projects.

County officials opted to put both at 99 North Ave.

An existing building on the 4.8-acre site will be converted into special operations storage. The animal shelter will be a new structure.
